A lack of rental history will not be grounds for denial.
4. Criminal History - A criminal background check will be conducted on all adult applicants. The landlord may deny an application based on criminal history that demonstrates a current, legitimate risk to the health, safety, or peaceful enjoyment of the property after conducting the individualized assessment required by Portland City Code 30.01.086 and considering any supplemental evidence submitted by the applicant.

Each adult occupant must submit an application. Applicants may designate one or more Financially Responsible Applicants. Remaining adult occupants may apply as Non-Financially Responsible Applicants.
