If a tenant is claiming that their dog is an emotional support or service animal, we recommend that the owner require that the documentation supporting that claim be provided including the doctor's order indicating the need for such an animal. We also strongly recommend that if a unit with hard floors is going to have a dog residing in it, that area rugs be placed over a substantial portion of the floor to reduce noise to the unit below.
