You must tour the house first. To actually move in, the application must be accepted, rental agreement signed by both of use and the security deposit plus the first months rent paid ($1000). Note that this is a rather small house which should be good for two people and a young child. Attic is well insulated but I am not able to provide an estimate of monthly utility costs.
