Neighborhood Description Always a stylish, eclectic, and artistic neighborhood, since about 1980 Capitol Hill, sometimes simply is referred to as the Hill. It has a reputation as a bastion of musical culture in Seattle and is the neighborhood most closely associated with the grunge scene from the early 1990s.
