Our 'First-in-Time' Application Policy is consistent with City of Bellingham's ordinances, and complete applications are processed chronologically in the order they are received. The first applicant to submit a complete application and meet all the screening criteria listed below will be offered the rental. An application is considered "complete" when all adults (18+) have submitted their individual applications, all required documents have been provided, and all application fees have been paid. 2. Rental History Each applicant must demonstrate a positive rental history. An application may be declined, or a qualified co-signer or additional security deposit (as permitted by law) may be required, for any of the following based on reports from the past 5 years: Any eviction filing or judgment. An outstanding balance or judgment owed to a previous housing provider. More than 2 late rent payments within a 24-month period. A documented history of material non-compliance with a lease (e.g., documented noise violations, property damage, or unauthorized occupants). 3. Income History Household income must be at least 3 times the monthly rent. Income must be from a verifiable, legal source. Accepted documentation includes: Two most recent pay stubs. For applicants with non-payroll income (e.g., independent contractors, business owners): The previous year's tax return and the last 90 days of bank statements. Official offer letter for a new job. Documentation of other income (e.g., subsidy assistance, child support, government benefits) as permitted by law. If household income does not meet at least 3x the monthly rent amount, a guarantor or additional security deposit (as permitted by law) may be needed. 4. Credit History A credit report will be obtained from Experian. An Experian Score of 700 or higher is required. Applicants with an Experian Score between 650-699 may be conditionally approved with a qualified co-signer or additional security deposit (as permitted by law). Applications may be declined for: An Experian Score below 650; Active, non-disputed collections (excluding medical debt); A bankruptcy that has not been discharged for at least 2 years. Note: Per Washington State law (RCW 59.18.257), a housing provider may not take adverse action based on an applicant's credit history if the history is related to medical debt. 5. Criminal History A criminal background check is needed for all applicants. We follow the Washington State Fair Chance Housing Act (RCW 59.18.257). We do not consider any arrests that did not lead to conviction or any convictions that are now 'spent' under state law. If criminal history is found, an individualized assessment will be conducted to evaluate the nature, severity, and recency of the conduct, as well as any mitigating evidence of good conduct and rehabilitation provided by the applicant. An applicant may be declined if their criminal history presents a demonstrable risk to property or the safety of other residents after this assessment. 6. Pet policy: Pets are considered subject to approval. Pet restrictions apply: Max 2 pets; Must be at least 1 year old; No aggressive breeds; Refundable Pet Damage Deposit required; Pet stains and odors are classified as damage, not wear & tear.
