INSTRUCTIONS FOR APPLICATION The instructions outline the steps from starting an application to accepting a lease agreement. [1. Pre-screen] Please text/email/call Agent to answer pre-screening questions: credit score estimate, income, employment industry or employer, current lease ending date, reasons to move, number of people to apply. We will also answer your questions about the property during the initial communication. [2. Property Tour] For prospective tenants that passed the pre-screen, we could schedule a time for a tour based on your provided preferred time. It is best to have everyone that intends to apply show up on the tour. [3. Application] If you are interested in applying after the tour, please give the Agent your emails for receiving the application form. Each adult needs to fill in their own application form and submit required documents. An application will be considered complete only if (a) All applicants have visited the property in person; (b) All applicants have filled in all questions on the application form and submitted all the required documents via email listed in the sections below; and (c) All applicants have agreed to the tenant screening/background check service and paid the screening fee ($35.95 per applicant). Applicants will pay the fee directly to the credit report agency. The amount could be subject to change without notice. Please double check the amount with the credit reporting agency before paying. (d) The consumer report agency to be used is "Tenant Background Search". The screening package to be used is "Comprehensive Tenant Screening". You have rights to obtain a free copy of the consumer report in the event of a denial or other adverse action, and to dispute the accuracy of information appearing in the consumer report. Disputes: If you wish to dispute any or all information on your credit report, contact Tenant Background Search to file the dispute. We will not start the tenant screening process until receiving all other required info and documents. The applicants could request a copy of the lease before paying the screening fee. No changes to the rental terms would be made. [4. Review and Decision Notification] The Landlord/Agent will verify information and documents provided during the initial call, the property tour and in the application form. (a) A notice of acceptance along with the lease agreement will be sent to the email(s) provided if prospective tenants meet the minimum acceptance criteria; (b) A notice of denial along with reasons for denial will be sent out to email(s) provided if prospective tenants do not meet the minimum acceptance criteria The minimum criteria for acceptance are listed in the next section. We will consider credit and income holistically. [5. Lease, Move-in Fee, and Rent] After receiving notice of acceptance, prospective tenants have 48 hours to (a) sign the lease agreement along with a property condition checklist, (b) decide a single person that will make all future payments, (c) make the agreed payments (see below for specific items) to the Landlord. The agreed move-in payments include: (i) Security Deposit: One-month rent minus cleaning fee of $500, (ii) Non-refundable Cleaning fee $500, (iii) Prorated rent/First-month rent, (iv) Pet cleaning fee (if applicable): $250 non-refundable.. The Landlord/Agent would take down the advertisement and stop accepting applications after receiving all documents and payments listed above. The Landlord/Agent would move on to other applicants in the waitlist if not receiving all required documents/payments within 48 hours. [6. Renter's Insurance] The tenants need to send renter's insurance of all applicants to the landlord two days before move-in. [7. Key Transfer] Keys will be transferred on the first day of lease term as specified on the lease agreement. [8. Utilities Set up & Property Condition Checklist] The tenant needs to return a filled and signed property condition checklist to the landlord, and finish all utilities setup within three days from the lease start date. MINIMUM CRITERIA FOR ACCEPTANCE AND DOCUMENTS REQUIRED FOR QUALIFYING Please refer to each category under this section for criteria and documents required. The general assessment guideline is as follows: Combined Financials: When multiple applicants apply together, all verifiable income and liquid assets will be pooled together (combined) to meet the income and financial requirements. Individual Qualifications: While financial resources are combined, each applicant will undergo a holistic individual evaluation based on their personal qualifications and background profile. A failure by one applicant to meet the overall individual assessment standards may result in the denial of the entire household's application. [1. Contact Info and Identity] Minimum Criteria Identity Verification: Each applicant must provide a legal name and valid government-issued photo identification to verify their identity. Social Security Number (SSN): An SSN or Individual Taxpayer Identification Number (ITIN) is requested to facilitate credit and background screening. However, an SSN is not required. Applicants without an SSN (e.g., international students, recent immigrants) may provide alternative verifiable identification (such as a valid Passport, Visa, or I-20) to process the background check. Contact Accessibility: Each applicant must maintain active contact methods and provide both a valid phone number and an email address. Required Information/Documents Basic Information: Full legal name Phone number and email address Social Security Number (SSN) or ITIN (Optional, but highly recommended to expedite the screening process). Primary Identification (Provide ONE of the following): A copy of a valid U.S. Driver's License or State ID. A copy of a valid Passport (Required if the applicant does not have a U.S. Driver's License or SSN). Secondary Documentation (If applicable): For international applicants without an SSN: A copy of a valid U.S. Visa, I-20 form, or Employment Authorization Document (EAD). [2. Employment, Income, and Financial History] Minimum Criteria Income to Rent Ratio (3:1): The combined verifiable household gross monthly income must be at least 3 times the total monthly rent (including utilities, parking, and other applicable fees). Guarantors or co-signers are not accepted; applicants must qualify based on their own combined household financial strength. Housing Subsidies Exception: In compliance with Washington State law, for applicants receiving a housing subsidy (e.g., Section 8), the 3x minimum income requirement applies ONLY to the portion of the rent that the tenant is personally responsible for paying. Employment/Income History: Applicants must demonstrate steady employment or a verifiable consistent stream of alternative income for at least 12 months. An accepted, verifiable official job offer letter is acceptable for new graduates or new hires who have not yet received pay stubs. Alternative Qualification (Liquid Assets): If the household lacks traditional employment or steady monthly income, they may qualify by providing proof of liquid assets. The combined bank balance must exceed 1.5 times the total rent of the entire lease term, and this balance must have been consistently maintained for the most recent 12 months. Overall Financial Health (Holistic Review): We look at the overall financial stability of the applicants. While meeting the 3x income ratio is primary, other financial indicators are evaluated. For example, a high Debt-to-Income (DTI) ratio (e.g., exceeding 40%) may negatively impact the application. However, strong compensating factors, such as maintaining a combined bank account balance of 5 times the monthly rent, can offset a high DTI or borderline income ratio. Required Information/Documents Income Verification for Traditional Employment: Two most recent pay stubs (must be original digital copies or scans of physical copies; screenshots are not accepted) and contact reference(s) to verify employment. If newly hired, an accepted job offer letter including income details and verified employer contact information. Income Verification for Other Income Sources: Applicants without standard pay stubs must provide bank statements for the most recent six months (to show a steady stream of income) AND tax returns for the most recent two years. The bank statements can be substituted by verifiable official documents showing other sources of financial support for the most recent six months (e.g., Social Security, disability, pensions, court-ordered alimony/child support, or trust funds). Liquid Assets Verification for Alternative Qualification: Bank statements covering the most recent 12 months are required. Financial Health Verification: Applicants with high debt obligations on their credit report may be asked to show mortgage, auto loan, or other debt statements to verify their DTI ratio. [3. Residence History] Minimum Criteria Applicants must provide a minimum of 24 months of verifiable rental history from previous housing provider(s). Applicants must have no prior evictions. Positive Landlord Reference: Each applicant must demonstrate a consistent pattern of meeting rental obligations and maintaining the property. A positive reference includes, but is not limited to: Paying rent and utility bills on time. Leaving properties in good, clean condition. Being easy to communicate with, quick to respond, and cooperative in arranging repair appointments. Promptly reporting property maintenance issues. Maintaining a good relationship with the landlord and neighbors (no neighbor complaints). Disqualifying Behaviors: Negative references from previous landlords may result in application denial. Examples of poor references include: History of late rent or unpaid bills. Lease violations, including violations of smoking/drug policies or pet policies. Receiving consistent complaints from neighbors. Being uncooperative (e.g., hard to arrange appointments, no-shows on scheduled appointments). Making unreasonable requests for property upgrades or improvements. Required Information/Documents Housing Provider Contact Info: Truthful and accurate contact information (phone number and email) for previous housing provider(s) covering the past 24 months. Action Required: Applicants must notify their past/current landlords in advance that we will be contacting them for a reference check. Alternative Reference Method: In the event we cannot reach your previous landlord by phone, you may be asked to have your most recent/current landlord email us a written reference directly. You will also be asked to provide proof of the three most recent rent & utility payments to your housing provider, e.g. bank statement screenshots, showing your name and the date of the payment. Please also note the due date for each payment if the due date is not the first day of each month. Proof of Address(es): Most recent utility bill showing your name and the matching residential address. If you have lived at your current address for less than 6 months, you must submit bills for previous addresses to cover the continuous 6-month period. [4. Credit History] Minimum Criteria Credit Score: A minimum credit score of 700 is generally required. The credit reporting agency that will generate the report and assign the score is "Tenant Background Search". Fiscal Responsibility: Applicants must demonstrate good financial responsibility. The credit profile should show no charge-offs, unpaid debts in collections, bankruptcies, or a history of delinquent payments. Exceptions (Holistic Review): Exceptions to the minimum credit score requirement may be considered on a case-by-case basis if the applicant demonstrates exceptionally strong qualifications in all other requirement areas (e.g., significantly higher income or substantial liquid assets). Social Security Number (SSN): While an SSN is highly preferred and requested to generate a standard credit report, it is not strictly required. Applicants without an SSN (such as international students or workers) must still demonstrate financial responsibility through alternative verifiable means. Required Information/Documents Screening Process & Fee: Applicants must accept the screening request from our designated agency ("Tenant Background Search") and pay the non-refundable screening fee directly to the agency to process the credit report. Reusable Reports Not Accepted: In accordance with Washington State law, the landlord does NOT accept comprehensive reusable tenant screening reports (RTSRs). Alternative Documents (If no SSN): If an applicant does not have an SSN, we may request additional financial documents (such as extra months of bank statements, proof of tuition payment, or international credit/financial references) to evaluate fiscal responsibility. [5. Sex Offender Registry & Criminal Records] We perform an individualized assessment of any adult on a county, state, or national sex offender registry or with criminal records to determine whether a business reason exists to deny tenancy. We consider the nature and severity of the offense, the number and type of convictions, the time that has elapsed since the conviction, your age at the time of conviction, evidence of good tenant history before and after conviction, any additional information showing rehabilitation, good conduct, or other factors that you would like us to consider. [6. Additional Information & Rental Policies] - No smoking & no illegal use of drugs. - Pet(s) are allowed on a case-by-case basis with an additional pet deposit equal to 25% of one month's rent. - Each applicant must be willing to purchase renter's insurance covering the damage amount the landlord specified. CRITERIA THAT MAY RESULT IN DENIAL OF THE APPLICATION - Any false information provided during any communication will result in denial of the application. - Any false contact info (of a previous landlord, employer, etc.) will result in denial of the application. - Prospective tenants that do not meet the minimum criteria will result in denial of the application. - Late for showings without notification or no show of any applicants will result in denial of the application. - All communication and behavior during scheduling appointments and tours will serve as screening criteria. Improper behavior, e.g. offensive behavior, damage of the property, will result in denial of the application. NOTES RCW 59.18.625 A prospective landlord may not take an adverse action based on a prospective tenant's nonpayment of rent that occurred between March 1, 2020 and December 31, 2021. A landlord or prospective landlord may not deny, discourage application for, or otherwise make unavailable any rental dwelling unit based on a tenant's or prospective tenant's medical history including, but not limited to, the tenant's or prospective tenant's prior or current exposure or infection to the COVID-19 virus. A landlord or prospective landlord may not inquire about, consider, or require disclosure of a tenant's or prospective tenant's medical records or history, unless such disclosure is necessary to evaluate a reasonable accommodation request or reasonable modification request under RCW 49.60.222.
