The building was rehabbed about 20 years ago with new plumbing, electrical, and windows. The rents are low because of rent restrictions related to the rehab and financing. Many restrictions will be removed at the sale. The remaining restriction limits existing tenants to a 7% rent increase per year for five years, then no restrictions.
