A buyer bids on a home online through a registered HUD real estate agent, which I am. HUD selects the best bid submitted by a certain deadline, or if no bid is acceptable the home goes back on the market for another bidding period.Usually the initial bidding period is open ONLY to occupant-owners. Later the bidding is open to all, including investors. It's critical to move quickly on these ............which is why many buyers might prefer exploring other properties for sale: non-HUD bank repos (which don't have this bidding process), "normal" seller listings, "motivated" seller listings, even Short Sales.
