NSP3 is a program of the federal Department of Housing and Urban Development (HUD) and is administered in the state by the Montana Department of Commerce (MDOC). Eligible uses of the funds include acquisition, rehabilitation, or redevelop of foreclosed, vacant, or abandoned properties; this can include in-fill construction of housing units on eligible properties in target neighborhoods. NSP3 was created not only to rehabilitate neglected areas but to create affordable housing for individuals, with at least five homes set aside for households whose income is at or below than 50 percent of area median income. All NSP3 homes are for sale to households with incomes at or below 120 percent of median income. NSP homes combine energy efficiency and durability with home designs that reflect the historic character of the neighborhood with new design features.
