Lower tenant has been there for 30 years and she parks in the driveway. Upper tenant has been there a little over a year, does not drive, would like to stay. Oil furnace in the basement heats both apartments. Lower tenant controls the heat. There are 2 separate electric bills, each unit billed separately, but needs to have a third meter put in for the common areas so the billing can be changed to each tenant separately. Strange situation. Water and oil is paid by owner.
