OVERVIEW of Pulaski Highland Acres Pulaski Highland (PH) is a multi-parcel project to be implemented over the next few years. This nine parcel venture is anticipated to significantly impact the SW part of Pulaski Town, as well as adjacent acreage in the County of Pulaski. The total affected acreage exceeds 68, made up of Tax parcels 080-8-48 in Town (including small parcels -22 and -23) and that part in the County under Tax parcels 080-1-116B, 080-6-25, and possibly 080-6-24. The development of PH is planned to occur in three Phases. Phase I involves seven split-off parcels in Town in accordance with a master plan. Phase II applies to 40 in Town acres and is to begin next year. Phase III contains 30+ acres assembled from three County parcels to begin in the following years. Pulaski Town SW and County Topography - Pictured is the topographical and related detail for the affected part of Pulaski Town and the County. The acreage ranges from 2540 feet elevation at the Southmost point (the top of Little Mountain - LM) to just under 2000 feet in elevation at the Northmost point (on Miflin Avenue). The distance from South to North is 4100 feet, just over three-fourths of a mile. Note that the ridge ahead slopes down gently to the N, ending along Miflin Ave, a distance of about 1500 buildable feet. The ridge slopes sharply to the W, ending along a creek and valley. It also slopes sharply to the E, ending along a smaller creek in another valley. Pulaski Highland Neighbors - Pic 2 shows that most neighboring lots border on the 68 in-town acres with their back yards. On the left side (W) of the ridge neighboring back yards end at the creek. On the right side (E) of the ridge, neighboring back yards end well before a smaller creek and valley. Natural seclusion results from back yard proximity, slopes, valleys, and creeks both E and W. Out-parcels and Subdivisions - Pic 3 shows seven parcels being split-off from the total 88 acres with the remainder planned to be subdivided. Please refer to the list below for a brief description of eight in-town parcels and the 30 A parcel to be fashioned in the County. The 7 parcels in-town are priced at $93,000 and are designated Phase I see draft surveys in pictures 2, 3, and 4). Parcel 1 – A 8-acre homesite accessible by Town maintained Miflin Avenue, serving just one home up the valley. Little Mountain (LM) stream borders the road frontage of 500 feet. Neighbors will never be in sight from this secluded parcel. Parcel 2 – Two adjacent small parcels up Miflin Avenue valley next to LM stream. Suitable only for a camper or a part-time retreat. Parcel 3 – A partial-acre homesite accessible from Case Knife Road by a shared dead-end right-of-way and cul-de-sac. Secluded. Parcel 4 – A 1.5+ acre homesite just off and accessible from Case Knife Road by a shared dead-end right-of-way and cul-de-sac. Secluded. Parcel 5 – A 1.5+ acre homesite just off and accessible from Case Knife Road by a shared dead-end right-of-way and cul-de-sac. Secluded. Parcel 6 – A 4+ -acre homesite accessible from the end of Highland Terrace at the South town limit. LM stream on the West is the back-property boundary. Parcel 8 – 40+ acres in town at the center of Highland Acres. Up to 8 private homesites or several condominium buildings could cluster on this parcel, leaving 30+ acres to be held in common. Parcel 9 in the County – Picture 5 shows three parcels combined that would provide 30 acres for up to 6 large home sites or a secluded mobile home park of 4 dozen units.
