The owner covers the standard cleaning fee of $200; any cleaning costs beyond that are the tenant's responsibility and will be deducted from the deposit. The owner covers all utilities. However, if the monthly PG&E (electric and gas) bill exceeds $300, the renter is responsible for the amount over that limit.
