M Carter Commons is an income restricted community. All residents must meet these income limits to qualify for homes at M Carter Commons. Tenant or Section 8 vouchers are accepted. Resident Priorities: N/NE Preference 55+ Urban League of Portland referrals Household Income at or below 30% AMI The Urban League of Portland will provide onsite resident services. Each affordable unit comes equipped with air conditioning, a ceiling fan, refrigerator, electric range, and dishwasher, with water, sewer, and garbage included. Residents have access to on-site laundry facilities, two elevators, a community room, and a bike room.

The City of Portland requires a notice to applicants of the Portland Housing Bureau’s Statement of Applicant Rights. Additionally, Portland requires a notice to applicants relating to a Tenant’s right to request a Modification or Accommodation.
