Landlords may always ask if the applicant is required to register as a sex offender. 7. Tenants utilizing the HOC Voucher cannot be turned down on the basis of using a voucher as a source of income to qualify. However, they can be turned down if they do not meet other qualifications placed equally across all potential applicants, voucher holder or not (credit, pets, criminal history, poor landlord references, etc).
